express the sentiments of every member of this board in saying that while we bear sincere testimony to the promptness and ability with which the duties of a presiding officer have been discharged and express our esteem for the curteous [courteous] demeanor which has contributed so much to render our joint labors pleasant; we consider a higher praise due to the impartiality which, knowing no distinction of parties, of interests, or of individuals, has given equal protection to the rights of all. Such impartiality we take pleasure in saying, we believe to have been exhibited in an eminent degree through the session now closing. I ask leave to lay on the table of the Secretary, a Resolve expressing these sentiments.
Mr Warren then laid on the table the following Resolve. Resolved, That the thanks of the Senate be tendered to the Hon. Francis O.J. Smith for the prompt, able, dignified and impartial manner in which he has presided over the deliberations of this board, during the session now closing, and that he be respectfully requested to accept this testimony of our approbation and our good wishes for his prosperity through life.
