XIV Gentlemen of the Senate and House of Representatives. I herewith transmit for the information of the Legislature, Resolutions of the General Assembly of the State of Georgia, relative to appropriations by the General Government for the purposes of internal improvement, and also a Resolution of the General Assembly of the same State, making application to Congress for the call of a Convention of the People to amend the Constitution of the U. States. I also transmit Resolutions of the Legislature of the State of Illinois for the purpose of procuring the passage of a law by Congress for the more perfect organization of the Militia of the several States. To the Senate and House of Representatives I have received from the Governor of South Carolina, Resolutions of the Legislature of that State in favor of calling a Convention of the States, to determine such questions of disputed power as have arisen between the States and the General Government, which resolutions are herewith communicated, agreeably to the request therein contained. I have also received from the Governor of the State of Illinois, Resolutions of the General Assembly of that State, approving the sentiments contained in the recent proclamation of the President of the United States, which resolutions will herewith be laid before you for your information.
