To the Senate and House of Representatives. I herewith transmit for the information of the Legislature, Resolutions of the General Assembly of the State of North Carolina, relative to the Constitution and Union of the United States, in opposition to the doctrine of Nullification as avowed by the State of South Carolina, and in favor of a repeal of the existing Tariff. I also transmit Resolutions of the General Court of the Commonwealth of Massachusetts in favor of the protection of domestic Manufactures and deprecating the passage of the Tariff Bill, now pending before Congress, as impolitic, and inexpedient, and ruinous in its tendency.
