[page 579] Testimony of Henry M. Harlow, sworn. By Dr. Butler: Q. State how long you have been superintendent of this hospital? A. I was elected Superintendent in 1852 Q. You are doubtless perfectly familiar with the laws and rules of the hospital? A. I know some thing about them Q. Is it a rule of the hospital that any disobeyance of rules or any abuses shall be reported to you by every person who has cognizance of it? A. We expect that. We would like to have it so. Q. Is it not possible, with the discipline which you regard right there, for many abuses to exist without your knowledge? A. No, sir, I dont think it is. Q. Not such as breaking patients? A. Not for any length of time. It might happen once or twice, but it cannot be followed up without my learning it in some way or other Q. You mean followed up by the same man? A. Yes, sir. If I find any attendant whom I suspect I am watching him. Q. But cases might frequently occur by different individuals among all the attendants in the hospital and you not know it? A. Possibly there might occasionally
