I am well acquainted with Lieut. Adelbert B. Twitchell of the 5th Battery Maine Vols., & my knowledge of his character as a man & his high reputation as an officer, enable me to say with pleasure that he is a most deserving officer. I know of no one from our State, in the Artillery service, whose character, conduct, experience & gallant services, better entitle him to promotion.

Any such appointment which might be within your gift would be deservedly bestowed & creditable to our State.
