3.03--Commissioners of Maine and Massachusetts or Board of Commissioners. Created by Maine Constitution, Schedule, § 1 and by the Act of Separation, 1819, H 4, 5, 6.

Duties--administer certain stipulations in an act to establish the District of Maine as a separate state; divide all the public lands in the District between the respective states; determine what lands shall be surveyed; keep accounts to be deposited in the archives of each state.

Members--Executive authority of each state shall appoint 2; the 4 so appointed, or the major part of them, shall appoint 2 more; if they cannot agree, the Executive of each state shall appoint the 2, neither to be a citizen of the state whose Governor made the appointment.
