Old Waldo has the article to fill the place again. He is fair and square and honest and is bound to do his best: It's a thankless job to start with, with "enforcement" as the test, But, in Waldo, they are saying that, where all are used the same, Any man, like Sheriff Carleton, is beyond the reach of blame. So, I emphasize my statement that, at last, we have the man, Who can fill a sheriff's office, on a strictly "legal plan."
