The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.

The subject of this petition is probably Joseph Carr (1773-1849). He was born in Amesbury MA, seat of the prolific Carr family in New England, and founded a branch of the family in Bangor. (Samuel Carr of Hallowell was a distant relative.) Joseph Carr's monument in Mount Hope Cemetery declares him to have been a "resident of Bangor for fifty years".
