The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.

The sender is not readily identifiable.

The sender's penmanship appears to feature repeated underlining; but the only word clearly underlined is the word "pray" on the first page of this letter.

The rest of the apparent underlinings are dark tails of his lower-case -g and -y. See the name "King" in his salutation, and the word "meeting" in his postscript.
