The recipient is presumably William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.

Gov. King is not named in the salutation, or anywhere else in this four-page document; it is possible that the recipient was Adj. Gen. Samuel Cony, named at the bottom of the second page.
