The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.
The sender is Horatio G. Balch, not "Balsh" as given in the title of this .pdf sequence of pages.
The date of the letter is Sept. 29, not July 29; compare the "S" in the date and the "S" in "Sir", just below.
