The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.

The sender is James Bates (1789-1882). He was born in Maine, a Harvard medical school graduate, a veteran of the War of 1812, and a practicing physician, in Hallowell and then in Norridgewock from 1819. He was a Representative in the US House 1831-33, later returning to his medical practice in Maine.
