The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.

The sender is probably Major Samuel Carr (1760-1833), who was born in Haverhill MA and died in Hallowell ME. He saw service in the militia in 1787, and was located in Hallowell by 1790.
