The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.

The author is probably Col. Oliver Herrick (1782-1852), a native of Lewiston and a veteran of the War of 1812. He held several public offices in Lewiston.

The two men recommended are probably:

William Garcelon (1763-1851), a Colonel in the state militia, a prominent merchant in Lewiston, and the holder of many public offices there; and Nathan Reynolds (1794-1859), a resident of Lewiston.
