The author is probably Joseph Coffin Boyd (1760-1823), Paymaster for the District of Maine during the War of 1812, and first Treasurer of the State of Maine, 1820-23.

The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.
