The author is probably Moses Carlton Jr. (1766-1857), a merchant shipowner of Wiscasset, who served on the Executive Council of Massachusetts during this period.

The subject of this intrigue is probably Orchard Cook (1763-1819) of Wiscasset, who was a judge, an overseer of Bowdoin College, a U.S. Congressman in 1805-11, and later Sheriff of Lincoln County and Wiscasset Postmaster.

The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.
