The author of this letter is probably Samuel Dana (1767-1835), who served in the General Court, and in the US House. He was the President of the Massachusetts Senate in 1811-12.

The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.
