The author is Joseph E. Foxcroft (1773-1852), who was the early proprietor of Foxcroft, Maine.

"Mr. Ripley" is probably Eleazar Wheelock Ripley (1782-1839), Speaker of the Massachusetts House in 1811-12. He was born in Hanover, NH, one of the grandsons of the founder of Dartmouth College. His younger brother James W. Ripley (1786-1835), was also a state legislator at a later time.

The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.
