The author of this letter is not Howands as given in the electronic title, nor Howard.
The author is Benjamin Homans (life dates unrecorded in sources), who was the 4th Secretary of the Commonwealth of Massachusetts, 1810-12, and later Chief Clerk of the US Navy, 1813-23.
The recipient is William King (1768-1852), who was a member of the Massachusetts Senate in 1807-11, and the first Governor of Maine in 1820-21.
