Resolve establishing a Board of Internal Improvement was taken up. Mr. Bradbury proposed to amend, by striking out the words, "Nor shall any person be a Commissioners who is engaged, directly or indirectly in speculating said lands, or timber"; and the question of adopting said amendment, being ordered to be taken by yeas and nays, was decided in the negative, as follows, to wit,
