Yet considering the feelings which might be elicited, and the resentments which might be excited, by a misconstruction of Legislative resolutions[both words underlined] on this subject, although neginating [?] in the best and most patriotich[sic] intentions and designed to produce the most permanent & lasting benefit of our common country, and believing there [illegibly crossed out word] may be objections to that method of attempting to effect the object desired, which would not exist in regard to other methods, equally & perhaps more efficient. Your Committee [illegible] respectfully submit it as There[sic] opinion that Legislation upon this subject is inexpedient.
