Yet considering the feelings which might be elicited, and the resentments which might be excited, by a misconstruction of Legislative resolutions["Legislative resolutions" underlined] on this subject, although originating in the best and most patriotick[sic] intentions and designed to produce the most permanent & Lasting benefit of our common country, and believing there [illegibly crossed out word] may be objections to that method of attempting to effect the object desired, which would not exist in regard to other methods, equally & perhaps more efficient. Your Committee [illegible - crossed out] respectfully submit it as there[sic] opinion that Legislation upon this subject is inexpedient.
