Mr. Swift submitted the following preamble and order, to wit;

Where as the fourth section of the tenth article of the Constitution, provided that where as [?] two thirds of both Houses of the Legislature, shall deem it necessary, they may propose amendments to the Constitution - and when any amendments shall be so agreed upon, a Resolution shall be passed and sent to the Selectmen of the several towns and the assessors of the several plations [?], empowering and directing them to notify the inhabitants of their respective towns and plantations, in the manner prescribed by law at their next annual meeting in the month of September, to give in their votes on the question whether such amendments shall be made; and if it shall appear, that a majority, of the inhabitants voting on the question are in favor of such amendments, it shall become a part of said Constitution ______ Therefore,

Order, that a Joint Select Committee be raised, consisting on the part of the Senate of Messrs. Swift, Littlefield and Benson, with such as the House may join, to take into consideration the expediency of so amending the first section, third part of the fourth article of said Constitution, which provides that the Legislature shall convene on the first Wednesday of January annually, that said Legislature shall convene on the annually - and of passing a Resolve, empowering and directing the Selectmen
