I never observed any lack of vigilance, and supposed he was vigilant and competent in that department. he is a very quiet man and I think that is one of the excellences for that position. It would not do to have a noisey man in there skipping about and stirring up by nervousness the whole institution. I thought the superintendent had some most excellent qualifications or capacities for that department because he was so quiet. I think he saw a great deal more than many of those about him thought he saw.
