1192 Q. (cont.) one of the chief tests, if you could get at it? A. Yes Q. You said you did not regard it as entirely reliable because the superintendent of some asylums might report men as cured when other superintendents might not? A. Yes sir Q. What was your observation of Dr. Harlow in that respect? A. So far as my observations went his reports were very reliable. I guess by looking over them you will find occasionally one returned who has been there. I think the Dr. has a very good judgement in that respect, think there are not very many returned again in proportion to the whole. By Mr. Hall Q. You were asked if you thought Dr. Harlow discharged patients who were not cured as cured, to know about that you would want to see each patient when he was discharged and form your own opinion as to whether the man was cured at that time? A. If I was not a physician I might not know, but if a party lived in the state and had a relapse, there is some probability of his being returned again. That would be the only evidence I would have that Dr. Harlow was not correct about it. If you find a great many of his patients returned again that he has reported as cured, you think he was
